Decent hubs which are about £60 alone. No idea about the rims or build quality, but for less than £100, I'd have a go if needed some knockabout wheels. WOW just make sure the hubs will fit your frame.
I'm just going outside ...

Look fine to me, used to commute and mountain bike on something else, worked ok for me
Re: Budget wheelset
I use a set of Deore on my commuter[29/700c] and they are fine- I service my hubs every year though if cup and cone. Not needed a bearing change in them yet but a little TLC and i have no issue with cup and cone.
the real penalty is just weight but as its a steel CX bike with a rack, commuting gear and full mudguards weight is the least of my worries [ two of my FS are lighter!].

I got some similar for a replacement pair on a mountain bike a while ago. They just needed a tiny bit of tightening on a couple of spokes, but absolutely excellent overall. Grab a bargain.
