Nitto F16 probably. Hooks over the handlebar rather than mounting on the stem.

A cut down version I of the Nitto looks like it would work quite well as a simple device for keeping a bar bag away from the the frame/cables.
If you were using standard straps to hold a dry bag in place, you wouldn’t need the bottom/horizontal part (as this is used to support the weight of the bag in the Nitto setup)

That Nitto F16 looks like it would still allow some swing though?
I like the look of that product up top. He said it's made under licence from the UK (or something along those lines)

I like the look of those, seems like a good idea to help protect the frame from rubbing

I've lashed up various things to do a similar job as I use a very short stem so bar rolls end up jammed against the head tube.
That thorn one from SJS looks to be just the job - mine used fairly hefty steel tubing and weighed a ton.

One of the guys from Bikepacking.com used to use an old stem with cut off section of handlebar to create something similar to the SJS item.
