If silicone sticks to just about everything, why will just about nothing stick to silicone?

I thought it only sticks whilst its curing. Once the silicone is cured it doesn't stick (does it  ) and be careful of the new 'water based' rubbish. Used the DOW (or whatever the name is of the trade stuff) but bought the environmentally friendly stuff. Was nothing like it's dirtier brother.
