Wtd: XL gravel/tourer/commuter bike - preferably steel

Looking for a bike that can take full mudguards, 35mm tyres, has drop bars and it's not too slow on a road ride.
Ideally a full bike but I'll consider a frame&fork if in good conditions and cheap.
