It does feel like a touch of miscommunication. The wording is about visitor centres at these locations, and how they might be used in future, and not surprisingly all are at risk. But, it's taking a leap to suggest the trail centres themselves would be closed, pretty sure that activity can happen without a VC (Brechfa)? It's not even clear it would include the cafes and bike shops, as these are inward revenue from rent (you'd assume!). I'm guessing it's the visitor bits that are an ongoing cost for the NRW.

I think the noise around this will hopefully work in their favour anyway, and hopefully what they propose will become clearer..

NRW have done some ‘restructuring’ effectively putting the trails under recreation and the centre under commercial so it could be that they’re going to get a private investor in to run the cafe and centre - that way NRW have no outlay for wages etc
