Wtd: XL gravel/tourer/commuter bike - preferably steel

Looking for a bike that can take full mudguards, 35mm tyres, has drop bars and it's not too slow on a road ride.
Ideally a full bike but I'll consider a frame&fork if in good conditions and cheap.
Not a fluffy gravel rider.

Or a Giant Defy in XL with dropped handlebars, alloy, currently running 28mm but some room to go wider.

I have something very cheap, XL frame, steel frame and forks, brazings for cable discs, QR, very tatty
