worth looking too at the Cumbria Cycling Strategy document, on page 11, the map includes the Thirlmere route:

They need to be targeting United Utilities with TV press and written complaints. They respond to pressure especially if it's highlighted that this was the area for the ill fated zipline adventure centre. It also suffered disruption during the recent construction of a pipeline through the national park

At the time United Utilities looked at creating a trail that would loop the entire reservoir, this included detailed assessment of the road crossings etc. Fell by the wayside when "zippoff" killed the adventure centre

It's likely that the issue is associated with the problems with allowing two way traffic across the dam that have been ongoing for years.

The liability for maintenance sits with United Utilities it's there land that has the dangerous rocks, sounds like United Utilities problem and the council should just be enforcing

A second part is that if the A591 is blocked it gives an option (not ideal) for emergency services to use and that United Utilities will continue to use it for their own purposes.
