Whilst I'm all for drivers who kill or injure people being held more strongly accountable for their actions (or, frankly, accountable at all in a lot of cases), this seems a bit of an odd one, particularly the legal obligation to administer aid. You'd obviously hope that anyone would aid a casualty to the best of their ability, but I can imagine a lot of people who (in a panicked state particularly) I would be better off not receiving attempts of aid that they feel obligated to try by law.
I think the laws we have a probably fit for purpose - the issue is they're not applied by juries who's expectation of driving standards are woefully low.
