Silly question time
In these apocalyptic times, what with the restrictions and everything can I wild camp north of the border ?. Things seem to be ever changing

You can wild camp. It's been OK for a couple of weeks now.
There was a period of about 4 weeks when it was specifically banned.

Are permits still required in certain areas?

The only "permit" area is around Loch Lomond. Even then, the sort of wild camping practiced by folk on here would likely fly under the radar.
(I'm assuming we mean wild camping by foot or bike and not close to a public road)

My plan is to head up from near Kirkpatrick Fleming on the m74 service road to Moffat then head over to St Mary’s loch then pick up on the southern upland way and either wild camp there or use the bothy at potburn
