I was listening to R5 a couple of weeks ago while I was going to work. Colin Murray was on and he has a doctor/virologist that comes on his show giving advice (Dr Chris Smith). He was saying that the only way the tracking app would be effective was if most people used it and was making the point that many people wouldn't do (for all the reasons mentioned by Sean). I think he said that the minimum numbers needed to make it effective would be 80% uptake which he felt was wildly optimistic and he pretty much hinted that he thought it was a waste of time (without him actually saying that in so many words).
