Aero bars clipped under straight bars, no idea what either bar is though. Going by the shiney gold end plugs they're ESI grips.

In my worthless opinion, to use a setup like that on a modern mountain bike you'll need a really, really long torso and be very good at yoga.

I've got a pair of Profile aero bars which can be adjusted so the bars and arm rests are a lot further back and higher than that.

Triathlon bars tend to be this sort of shape, in a shorter length than you’d find on dedicated TT bikes.
Quick search revealed Deda Superzero TT or Metal Blast to be similar shape/ length. I had some carbon Profile bars like this a while back, but they were longer than the ones in this image appear.
