Yup, do away with the individual stuff sacks and let stuff fill the space better, will make a big difference. Spring vibes with the mild weather. Fell races are often very informal and cheap to enter. Different distances but you'll probably find one close enough to 13 miles.

Collectively, we're doing a pretty good job of that already. I made a frame bag for my Occam. I would get the better mat and see how much difference that makes - you'll probably find that's all you need.
