It sounds like you might not have the clearance, but I found a plastic 1 litre bottle in a supermarket that fits snugly into a bottle cage, and it didn't budge with a strap around it:

I've used rubber lined stainless steel P clips on my Ramin and they haven't budged. As mentioned above, getting the correct size is important, but they're a viable and relatively cheap option. I've used the drop out mounts as a backstop to prevent them moving downwards.

I've used one of these for extra bottle capacity on conventional steel tube frames. 40ish litre rucsac wanted for 6' 2" broad shouldered lad. Doesn't have to be ultralight, but certainly lightish. Preferably with accessible side pockets to hold water bottles etc, hopefully not a retina-scarring colour and as cheap as possible...

I wonder if any of the glass plate photographs left behind would still be any good? In the accounts that I've read, the plates that weren't kept were broken to ensure they couldn't be surreptitiously added to the collection. This was to save weight, so a very good example of TLS. I seem to remember...

There is some nice off road cycling near Frodsham if you're heading that way. I wouldn't call it mountain biking, but I do an enjoyable 15ish mile loop that includes bridleways, towpaths, country lanes, a decent climb and a very enjoyable downhill.
