I looked in to a front rack a while back but was put off by the price. My first choice would be the soma demi porteur rack or surly 8 pack.

I had read that drilling in to frames to clear the cable stop or putting a small hole in the downtube for the wire is workable but i'm not keen on trying to be honest.
