I have a clip that uses magnets, Google magnetic hydration hose clip and they turn up in various guises.Neodymium magnets might work. Likely stronger than what you’ve previously tried. I’ve not used them for this application but seems to me they might do the trick.

I have the aeroe pannier rack, the only difference to the spider is the top plate which works with panniers
The failure I am refering to is of carbon frames with aeroe racks fitted

I put my seat bag on the top plate of my pannier version. Any robust dry bag will be fine, use long tpu straps to hold it in place.
