Apologies Mariner .. I am still unclear from the photo and your description . In the photo I can see the bearing cover and bearing ( but no ZS top cup/race ..) then there is the lower bearing and the crown race ( I presume ) with the blue border + 2 star nuts and bolt/steerer cap . I need to clarify...

Is top cup hidden under the cap ? Also may I ask is that the crown race with the blue border ? Thanks.
