On my town/shopping bike, anything over about 4.5kg in the basket on the front starts to mess with the steering.
For off-road, I'd say try to keep it to 2kg-ish

Looking at my emails, I got the Racktime TopIt for £29 posted from Bikester about this time last year.
Seems good quality, fixings were good too and easy to fit and nothing has rattled loose.

Mounts to some eyelets halfway down my fork.

Pretty light and sturdy - decent for strapping a drybag or jacket to or something.

I got one of those Synmat 5s in the last sale they were in. Really good - no problems sleeping on it at around -2c and packs up pretty small.

I've had a set of tan wall 700cx38mm SKs on my bike for a while. I like them. The rear has worn out so I've ordered the slick version (38mm tan wall) to go on the back to see if it I get faster rolling. I normally ride on road, paved paths or fireroads and generally don't do too much trails stuff in...

I got one of those Exped Synmat lites. Nice quality mat, small and light and kept me bivvying under a bridge in sub-zero temps - woke up with beard iced up! Would recommend. The Blackburn saddle bag/harness is pretty easy to pull the drybag out of - much more so than an Alpkit one I have. Watched my friend with envy as he pulled his out - oo-er!

I've used a set of G-One Speed 29*2.35" on my hardtail in summer before when I was commuting on it.
Very fast on road and have taken them down some black level descents at a trail centre before without any problems such as crashing or making holes in the tyres. It was dry though!

I'd look at the Greyhound bus. Cheap, easy enough with your bike. Durango to Grand Junction is a bit boring but only 3-ish hours. From Grand Junction to Denver is great - amazing scenery.
