I use a wildcat tiger wayfarer with the 6L tapered dry bag. Not cheap but as long as I remembered to cinch it tightly it was rock solid and I barely noticed it while riding.

I believe my reenactment group has used some form of gunpowder impregnated material (sheep's fleece?) wrapped around the top of the shaft. Doing that generally needs a gunpowder license though (and strictly speaking so does loosing the arrow)

It looks like a fairly standard bootstrap / jquery site that's using a video plugin that isn't compatible with older browsers - that causes a cascade of javascript errors. Is it an old tablet?
