Since you mentioned Decathlon! I have two merino baselayers from their Forclaz (trekking) range. Longsleeve v neck and a short sleeve crew neck. Very comfy and not too warm. About 25 and 20 GBP respectively iirc. At the moment here they both seem to be reduced a bit, may not be case in UK of course. P

I have the Revelate Pika and at 167cm tall riding 27.5+ there's enough clearance about 5cm or so. Backcountry.scot gives the Revelate guidelines for saddle rail to tyre clearance.

If you are not in a hurry Ali Express sellers often sell their tents with a choice of inners, ie you can have an outer tent only.
I have a trailstar clone, which a few years back cost me £45 including delivery. Tons of space and headroom, also, very storm proof.
