I'd stick with the jumbo jims, just pump them up to 30psi and they run surprisingly well on tarmac and hard pack. I've run my 26 x 4.8's at that pressure for some long road miles and they have less rolling resistance than some full knob 29er tyres.

Rev Pika pretty good. I use mine when I want to make maximum use of the dropper post so should be good for low seat / big wheel. I think a guy is selling one on the classifieds.

Smaller still is my mini Bikepack.eu one but unfortunately it looks like he's no longer operating.

I don't think you'll get much difference, carbon or steel as they are mostly straight legged these days so little in the way of vertical compliance. Don't fit a longer stem it will wreck the handling!
Ice Cream Truck has a 635 top tube in size large. Funny really, its the only thing I don't like about mine as I like short top tubes for a more upright, comfy and back friendly riding position. Also better on downhills.....

If you are struggling to seat a tyre on the bead then WD40 or GT85 in there will help a lot. Doing endless repeats of a 9 mile lap for 24 hrs always seemed to me to be a hellish concept. Doing one lap of an ITT in 24 hrs? :-bd

12- 15 front and 15-20 rear. When I first started out I was running down to 8 front and 10 rear but this can get quite draggy plus I was forever bottoming out the tyres on rocks and roots.
25-30psi for routes with easier trails, tracks and road.

Both. Go into a cafe and get some hot food and cake and a good cup of splosh, then go into the spar shop and buy a load more food and fizz and eat that a few miles down the trail. Don't stint you need the energy.
