If the inner diameter of the steerer tube is same all the way down you can knock the star nut right through & out the bottom & start again. Most suspension forks are tapered though so even though you may still be able to force it through the star nut will be knackered. If the forks are rigid...

Dependant on which type of grips you use, you can always move them in with your brakes & shifter(s) to simulate where you'd cut them down to until you find a comfortable position & then chop (or not chop) away! :-bd

I've also been using the rear cleat position for a while now, agree that it takes a little getting used to & to me the handling didn't feel quite as 'agile' at first, although there does seem to be better power transfer. I don't do the mileage of some of you, so for me the advantages over longer...

You could possibly repair that with an internal tube swager, these are used in the manufacture/repair of heat exchangers.
