I made my own, in the most ghetto method possible. I spent nothing on any materials except thread. I used a discarded tent, cut out the (ripstop) groundsheet and used that as the material. I'm seconding the jubilee/hose-clamp clips - you can get two from Wilko's for about 90p, and chuck a strip of inner tube underneath, as the man above suggested. I've carried a litre of water in generic bottle cages mounted like that, and it works fine.
