Yeah, the tongue is on (otherwise my bags would all have massive holes in them).
Like I said, I descend pretty aggressively.

The other thing I do is I tie the remaining ends of the straps up so they can't slip through the clips. Ergo cannot come loose.

It's not the straps slipping (I roll up and velcro any excess), as already said, it's usually because the stuff inside the bag is more solid in some places than others.
Plus there's every chance your dry bag isn't as slippy as mine (exped ultralight).

what are you sticking in the bag ?
i find that things that have a certain squish work better than hard things so stick my bed roll in - that lets the straps compress the area they are tightened and compressing the stuff in the bag rather than hard stuff .
I use Expeds (not ultralight) and alpkit airloks depending on the size required. Either seems to work when loaded as above. in the early days id use the same larger bag all year and when the big bag had many small objects in such as a summer bag a jacket and a sleep mat it would jiggle about /seperate and the straps would lose tension leading to the bag slipping about.
