The mudhugger mudguards are quite soft and should be able to be manipulated to fit. I use one on my longitude with a 2.8 tyre and that works OK, although I hit it with a warm air gun to make it a bit easier to shape. Just double check your hose is firmly on the bleed nipple, its really easy for it to come off, spraying oil/DOT all over everywhere.

I have a vagabond with digest bars, and I just double wrap using bar tape from decathlon as it is cheap and because you will hit the bars on a post, tree or doorframe the first time you ride them, they do stick out! Be careful setting them up as they can swing around and whack the top tube if you do...

I still say put a washer on the disc side of the axle. You may need to dish the rim a little if it bothers you, but a quarter turn on each nipple on that side should do it. Could you not simply add a washer between hub and fork?
I had a similar issue with my Genesis longitude and I thought about filing down the adaptor before realising I could add a washer, biggest issue I had was finding a washer to fit as it is an odd size hole.

It is true that building wheels can be more expensive, but it does allow you the freedom to build things like dynamo hubs etc. But bear in mind is that there can be a lot of 26" wheels out there with good hubs on for not much money. For my last wheel build I used an XT rear hub from an old whee...

I think it is perfect for the sort of stuff we do, still not convinced about 27.5+ though.
It's not the fastest, but it is very forgiving.

I have a pair of these.
