It took me a while but I see what you mean.
It appears both cups are missing.
Looking at the CC diagram I have the bolt and cap, top cover and bearing, bottom bearing and crown race.
So it is even more incomplete than I thought.

Is top cup hidden under the cap ? Also may I ask is that the crown race with the blue border ? Thanks. No top bit goes in head tube as per normal and cap sits on top. I chose Fazua because it is an assist rather than a drive so the bike still functions as a bike with or without the battery.
